The theme of the annual meeting of the Steering Committee of the Lao PDR Strengthening Skills Development Project under the ILO-China International Cooperation Program on 31st March 2026 at the Lao Plaza Hotel, Vientiane.

Mr. Xaybandith RASPHONE, the Vice President of the Lao National Chamber of Commerce and Industry, attended as the opening chairman of the meeting together with Mr. Vilay VONGKHASERM, Vice President of the Lao Federation of Trade Union (LFTU), Mr. Thien Feng, Project Manager and Coordinator of the ILO-China Cooperation Program, Cambodia, Lao PDR and Myanmar on 31st March 2026 at the Lao Plaza Hotel, Vientiane with participants from the tripartite organizations, MOLSW, LNCCI, LFTU, the International Labour Organization in Lao PDR, the Skills Development Institute of the Chinese Embassy in Lao PDR, and the Vocational Education and Training Institute.The objective is to summarize the activities implemented in 2025, discuss and provide feedback over the past year on the implementation of activities by each sector to strengthen skills development in the Lao PDR, as well as discuss and set the direction of the plan to be unanimously approved as a basis for the detailed activity plan for 2026 – 2027 that will be implemented in a manner that is appropriate to the technical and practical conditions, especially the content related to technical and relevant development partners, based on the implementation of the main objectives and goals of skills development and based on national policies, the 10th National Socio-Economic Development Plan (2026-2030), the 05 year Labour and Social Welfare Development Plan, and the Sustainable Development Goals.

South-South cooperation under the ILO-China Cooperation Programme since 2019 has achieved success in many activities, including the formulation and improvement of policies and laws, international cooperation through support for the ASEAN Skills Competition, training to enhance the role and capabilities of trainers in enterprises to cope with practical training in enterprises in many sectors, and capacity building for personnel and vocational education institutions by facilitating training in the garment, food processing, e-commerce and marketing, and electric vehicles sectors.Amidst the economic volatility and inflation that has occurred across the region and the world and has affected both the public and private sectors, the domestic economic development and labor supply in factories have faced considerable difficulties for the business sector.

Through the tripartite cooperation mechanism, the leaders of each sector have consulted each other to help set specific directions for enhancing the employment opportunities and potential of workers and increasing the productivity of labor units in all sectors. We will jointly share lessons and experiences with each other on various topics, whether it is a mechanism for linking skills training, developing skills standards, improving curricula, testing and issuing skills standards certificates, providing employment services, vocational education, and providing advice to job seekers in line with labor market needs in close coordination with relevant sectors, the Skills Development Institute of Lao Federation of Trade Union, the Lao National Chamber of Commerce and Industry, TVET insititite, the private sector, and partners in the skills development network.
